Sealed tender
in two parts (Part I: technical bid and Part II: price bid) is invited from
bona fide, resourceful and eligible manufacturers/exclusive distributors of
Probe Station. Technical bid shall comprise of credential
documents, proofing eligibility, Company profile and other document in
support of technical capability of the firm. The technical bid should not
contain any financial indication. Financial bid shall comprise of Quoted
price only. Manufacturers/ exclusive
distributors should have past history of supplying this instrument to this
or other scientific organizations.
A). TECHNICAL BID:
The Technical Bid should contain technical specifications and kept in a
separate envelope duly super scribed as “Technical Bid” on the outer
side of the envelope.
The Technical Specifications acceptable for Probe Station
are given below:
Wafer based manual probe station with temperature control
option
(i) Metal or Metal plated chuck for mounting
on probe station. Probe station with chuck size 2 inch in diameter will be
preferred. Adjustable sample plane option will be preferred.
(ii) Four probe submicron
micropositioner module with minimum distance of approach of 5 micrometer.
Better resolution of approach (fine & coarse motion) is preferred. X-Y-Z
micropositioner module with travel of 40 mm x 25mm x 15mm is desirable.
Probe tips should be movable in
X-Y-Z direction with
a preferable translation resolution of 20 micrometer in X direction, 10
micrometer in Y and Z directions respectively.
(iii) Four
arms with base and cables both for DC and AC measurements in the high
frequency range up to approximately 60 GHz.
Low noise level measurement
probes for the measurements and low noise level output cabling capable of
measuring current at least in the pA range is preferred.
(iv) Suitable tips for contact to the sample.
Probe tips of varying diameter of at least of 3 micrometer.
Additional tip package is preferred.
(v) High resolution
microscope module with zoom in the range of 0.5-5X or higher is required.
Lateral X-Y movement for the microscope will be preferred. Coaxial
illumination is desirable for highly reflective materials.
(vi) Temperature control
module option operatable with both liquid helium and liquid nitrogen
with control temperature from 4.2K or 78K to 450K or better. Arrangement for minimizing external heat
reaching to the sample is preferred for accurate measurements. The system
should contain precise temperature controller. Temperature controller
provided should be with 4 inputs and the control of temperature of sample
should be in auto tuning way. Dewar with autopressuring facility for
withdrawl of liquid helium or nitrogen will be preferred.
(vii) The system should
contain vibration isolation table.
(viii) Installation
and training for operation should be provided.
B). FINANCIAL BID:
1. The financial bid indicating item-wise price for the items mentioned
in the technical bid should be kept in a separate sealed envelope duly super
scribed as “Finance Bid” on the outer cover of the envelope.
2. An Account Payee Demand Draft of Rs. 70,000/- (Rupees Seventy
Thousand only) in the name of "Indian Association for the Cultivation of
Science” is to be furnished by the bidders except those who are
registered with the Central Purchase Organizations, National Small
Industries Corporation or the concerned Ministry or Department, as Bid
Security money (or EMD).
3. The Demand Draft for the Bid-Security money should have at least 45
(forty five) days validity period after the opening of the Bids.
4. In case of non-award of the work the Bid Security money would be
returned to the bidders.
C). PERFORMANCE SECURITY:
1. An Account Payee Demand Draft of Rs. 1, 75,000 (Rupees One
Lakh Seventy five thousand only) in the name of "Indian Association for
the Cultivation of Science” is to be furnished by the successful bidder
as “Performance Security” money.
2. Performance Security should remain valid for a period of 60 (sixty)
days beyond the date of completion of all contractual obligations of the
supplier including warranty obligations.
3. Bid Security would be refunded to the successful bidder on receipt
of Performance Security.
D) GENERAL INSTURCTIONS:
1.
There should be two separate envelopes duly
sealed for two bids and should be super scribed with (a) Technical Bid, and
(b) Finance Bid and both these sealed envelopes are to be put in a bigger
envelope which should also be sealed.
2.
Tender Notice Number and tender for “Probe
Station" should clearly be written on the envelope.
3.
The tender submitted shall remain valid at least
for three months from the date of opening of the tender. Validity beyond
three months from the date of opening of the tender shall be by mutual
consent.
4.
The tender addressed to the Registrar, Indian
Association for the Cultivation of Science, 2A & B Raja S. C. Mullick Road,
Jadavpur, Kolkata-700032 may be dropped at the tender box in the Receipt
& Dispatch Section by 1.00 p.m. on 1st September, 2011.

The technical bid of the tenders will be opened
on 2nd September, 2011 at 3:00 p.m.
16th September,
2011 at 3:00 p.m. at the S. N. Bose Hall
in
presence of the intending bidders.
6.
The date of opening of financial bids will be
informed later on. The financial bids of those tenderers will only be opened
who comply with the technical specifications.
7.
Incomplete tenders will be summarily rejected.
