Sub: Supply of one PL system and one FTIR
 

Sealed Tenders are invited from suitable parties for the supply of one PL system and one FTIR with specifications given below. The Tenders should be submitted by 20th July, 2011 upto 2.00 P.M. and will be opened on 22nd  July, 2011 at 12 noon. 

A).   TECHNICAL BID: 

I.                   Technical specification for PL set up with following accessories:

1. Sample Chamber:

i. Macro PL sample chamber for room temperature measurement

ii. Option of provision for attachment of standard 10K cryostat (Specification for model to be given)

iii. Mounts for Lateral Entrance of monochromator

iv. Sample holder with manual xyz positioning

v. UV compatible optics

vi. Beam diverting arrangements

2.    Monochromator :

i. Focal length > 300 mm

ii. Adjustable entrance and exit slits 0-2 mm

iii. Dual grating ≥ 1200 gr/mm covering 450 nm to 1100 nm range

iv. Adapter for CCD detector

3.   CCD Specification :

i. 1024 X 256/127 Active Pixels

ii. Pixel size 26 μm X 26 μm

iii. Image area 26.6 mm X 6.7/3.3 mm

iv. Wavelength range 200 nm – 1000nm

v. TE cooled or Air cooled

vi. Low NEP

vii. Shutter and power supply Compatible with the monochromator

4.   Software and computers :

         i.            Software for communication and control of the PL system

       ii.            PC for running the PL system

      iii.            Printer

II.  Technical specification for FT-IR Spectrometer with accessories:

1.       Scan range :8300-350cm-1

2.       High-Linearity Room temperature Mid-Infrared detector (RT-MIR)

3.       Long-life sealed and desiccated optical unit

4.       Vibration isolated base-plate

5.       The source should have Long-life; user replaceable

6.       A real-time atmospheric vapour correction (AVC) utility must be available. This should not require the collection of reference or calibration spectra

7.       The system should at least have a signal to noise ratio of 9,300:1 peak-peak, 5 seconds and 32,000:1 peak-peak, 1 minute

8.       System should have variable Spectral resolution with minimum of 0.5 cm-1

9.       Wavelength accuracy at least 0.1 cm-1 at 3000 cm-1 is essential

10.   Wavelength precision of at least 0.01 cm-1 at 3000 cm-1

 

11.  The instrument must use USB, wireless and TCP/IP interface allows direct connection with LAN

 

12.   The instrument should be offered with rechargeable battery pack for remote operation, chargeable from mains or car battery and with power pack to serve as an Uninterrupted Power Supply (UPS)

13.  Along with the main instrument, accessories like

i.         Demountable Cell Mount

ii.       KBr rectangular Windows (Pack of 2)

iii.      Assorted Rectangular Spacers

iv.     13 mm KBr Die Set

v.       Potassium Bromide Pellet Holder

vi.     Adjustable Adaptor

vii.    16 degree Specular Reflectance Accessory should be offered directly from the manufacturer of the FTIR system

14.  Software :

i.         The software should have feature to enable the user real time update of spectral information plus results to provide faster feedback of information data status

ii.       A single software platform to incorporate all of the functions required for infrared analyses; instrument control, data manipulation and analysis, and  flexible report utilities.

iii.      Software processing should include extensive suite of spectral processing function with simple user interface, examples include 1st -4th derivative with a variable filter, smooth, difference, normalization, A, %T, LOG, ordinate modes, cm-1 , nm and micron abscissa modes, +,-,*,/, baseline correction, interpolate, peak find. Custom arithmetic, processing chains and automatic data tune feature.

iv.     Single frequency, method development software including Beer’s Law and chemometrics-based quantitative prediction

v.       Macro Editor and Equations Editor must be present in the software

15.  Local items to be provided by the vendor :

i.         Suitable branded and latest PC workstation with A4 size Colour LaserJet Printer

ii.       15 ton Hydraulic press

B).     FINANCIAL BID 

1.       The financial bid should be super subscribed as “Finance Bid” on the outer cover of the envelope.

2.       The quotation can have both Indian rupee (INR) and U. S. dollar (USD) components as applicable.

3.       We emphasize: Bids are invited from OEMS only and not from business/channel partners. 

4.       Bid Security money @4% of the estimated value of the instruments in the form of an Account Payee Demand Draft in the name of “Indian Association for the Cultivation of Science” is to be furnished by the bidders except those who are registered with the Central Purchase Organisation, National Small Industries Corporation or the concerned Ministry or Department. The bid security may also be accepted in the form of Bank Guarantee from any of the commercial banks in an acceptable form.

5.       The demand draft for the Bid-Security money should have at least 45 days validity period after the opening of the Bids.

6.       In case of non-award of the work the Bid Security money would be returned to the bidders.

C). PERFORMANCE SECURITY 

1.       Performance Security @8% of the value of the contract in the form of an Account Payee Demand Draft in the name of Indian Association for the Cultivation of Science” is to be furnished by the successful bidder. The Performance security may also be accepted in the form of Bank Guarantee from any of the commercial banks in an acceptable form.

2.       Performance Security should remain valid for a period of 60 days beyond the date of completion of all contractual obligations of the supplier including warranty obligations.

3.       Bid Security would be refunded to the successful bidder on receipt of Performance Security.

4.       The INR component of the payment to the successful bidder will be released only after full and complete installation certified by the technical evaluation committee. 

D). GENERAL INSTRUCTIONS 

  1. Indian Association for the Cultivation of Science (IACS) will have the right to select or reject the complete tendering process or any individual or all tenders (Bids) at any stage before awarding the work due to any exigency or financial/administrative reasons.
  2. There should be two separate envelopes duly sealed for two bids and the envelopes should be super scribed with (a) Technical bid and  (b) Financial bid and both these sealed envelopes are to be put in a bigger envelope which should also be sealed and marked as Tender for “PL system and FTIR”.
  3. The tender notice number and the name of the instrument should clearly be written on the envelope.
  4. Incomplete tenders or tender will be summarily rejected.

Further points 

1. The Tender should not contain any material (eg. brochures, company profiles etc.) other than the two above-mentioned covers containing specifically the items requested. 

2. The vendor may give multiple configurations/options. The vendors are allowed to deviate from the specifications given below only when such deviations are demonstrated to be technically superior. The technical bid should not have any mention of pricing. The commercial bid should have the pricing for each option separately. Prices should be inclusive all charges (taxes/duties as applicable, shipping charges, delivery at site, installation etc.) with clearly indicated breakups.  

3. The vendors are required to give an estimate of the time required for installation, fine-tuning of the cluster and hand-holding/training of the principal users in the technical bid.

4. Prospective bidders please refer to our website http://www.iacs.res.in for any changes which may appear from time to time. 

The tenders will be opened on 22/07/2011, Friday at 12.00 noon

All vendors who have submitted quotations are requested to be present at IACS on 22/07/2011, Friday at 12.00 noon when the technical bids will be opened. The vendors may make presentations to the Technical Committee members and be prepared to answer any queries.
