Sealed Tenders are invited from suitable parties (OEMs only ) for
the supply of a High Performance Computing Cluster (HPCC) with
specifications given in our website www.iacs.res.in. The Tender should be
super-scribed "High Performance Computing Cluster (MONAMI - Phase II)" and
submitted by 11th March, 2011 upto 5.00 P.M. and opened on 14th
March, 2011.
A).
TECHNICAL BID:
1. HPC
cluster with a total of minimum 400 cores (12 core AMD or 8 core Intel) with
CPU clock speed at least 2.1 GHz.
2.
Configuration: One Master node and several compute nodes.
3. Compute
node: Minimum theoretical peak of 145 GFLOPS or higher and with 4GB DDR3
(min. 133 MHz.) ECC memory per processor core. The system must support at
least 8GB DDR3 ECC memory per core. Each node should have 1 x 500GB
Enterprise SATA HDD.
The power
supply on compute nodes should be easily swappable to allow changing power
supply, in case of failure, without physically opening the system. Each of
the compute nodes should have Gigabit Ethernet interconnect (with PXE boot
capability) in addition to InfiniBand interconnect.
4. Master node should have a redundant power supply and at least 6 Tb
SATA2.0 (3Gb/s) storage preferably with hot-plug HDDs and RAID 6. The master
node should have a minimum of 2GB memory per core with support for at least
8GB memory per core. The master node should also have an internal DVDROM
drive and atleast 4 Gigabit Ethernet ports. The master node will also be
connected to the InfiniBand switch.
5. Interconnect: Infiniband 4xQDR (40Gbps) for computations and separate
(10/ 1000/ 1000Mbps) Ethernet for data transfer and administration.
InfiniBand ports to connect all compute nodes along with master node and
have at least 4 free ports for connecting storage systems in future. The
Gigabit Ethernet Switch must be Layer-3 Managed and must have at-least 6
free ports after connecting all compute nodes and master node.
6. Management: KVM switch, 19" TFT monitor +keyboard + mouse for console.
7. Suitable backup option.
8. All necessary accessories e.g.. patch cords, cables, rack etc.
9. Software: open source OS, compilers for Fortran 90, C, C++, essential
cluster computing software, cluster management software, job scheduler etc.
10. Power consumption and heat dissipation estimate for the total cluster
should be mentioned clearly.
11. Three years on-site warranty for all components the warranty period will
commence from the date of certification of successful installation of the
equipment.
12. The power supply on master node and compute nodes should
have average efficiency of more than 90% with minimum 92% efficiency
at half-load.

13. The master node and the compute nodes should preferably have management
features (hardware and software) to enable remote management of the nodes
(e.g. IPMI 2.0 or equivalent with required BMC controller and full-featured
license).
14. Both rack and blade configurations may be given separately as options in
the technical bid with corresponding pricing in the commercial bids.
B).
FINANCIAL BID
1. The
financial bid should be super subscribed as “Finance Bid” on the
outer cover of the envelope.
2. The
quotation can have both Indian rupee (INR) and U. S. dollar (USD) components
as applicable.

We emphasize: Bids are invited from OEMS only and not from
business/channel partners.
C). PERFORMANCE SECURITY
The INR component of the
payment to the successful bidder will be released only after full and
complete installation certified by the technical evaluation committee.
D). GENERAL INSTRUCTIONS
- Indian Association for
the Cultivation of Science (IACS) will have the right to select or
reject the complete tendering process or any individual or all tenders
(Bids) at any stage before awarding the work due to any exigency or
financial/administrative reasons.
- There should be two
separate envelopes duly sealed for two bids and the envelopes should be
super scribed with (a) Technical bid and (b) Financial bid and both
these sealed envelopes are to be put in a bigger envelope which should
also be sealed and marked as Tender for “High Performance Computing
Cluster (MONAMI - Phase II) ”.
- The tender notice
number and the name of the instrument should clearly be written on the
envelope.
- Incomplete tenders or
tender will be summarily rejected.

Further
points
1. The Tender should not contain any material (eg. brochures, company
profiles etc.) other than the two above-mentioned covers containing
specifically the items requested.
2. The vendor may give multiple configurations/options. The vendors are
allowed to deviate from the specifications given below only when such
deviations are demonstrated to be technically superior. The technical bid
should not have any mention of pricing. The commercial bid should
have the pricing for each option separately. Prices should be inclusive all
charges (taxes/duties as applicable, shipping charges, delivery at site,
installation etc.) with clearly indicated breakups.
3. Vendors should have proven experience in setting up a HPCC of minimum 1
Tflops in the last three years in India. A brief proof for such experience
(copies of orders/installation certificate) should be included in the
technical bid.
4. The vendors are required to give an estimate of the time required for
installation, fine-tuning of the cluster and hand-holding/training of the
principal users in the technical bid. The vendor shall be responsible for
setting up of High Performance Linux Cluster using InfiniBand interconnect
based on Enterprise Linux OS or equivalent (to be provided by vendor). It
will will highly desirable if the vendor
has proven capability to install some commonly used open-source
scientific software e.g. PWSCF, LAPW, LAMMPS, Gaussian etc.

All vendors who have submitted quotations are requested to be present at
IACS on 14.3.11, Monday at 11:00 am when the technical bids will be opened.
The vendors may make presentations to the Technical Committee members and be
prepared to answer any queries.
