Sealed tender in two bids system (Technical Bid & Financial bid) is invited from bonafide, resourceful and eligible manufacturers/exclusive distributors of Double Beam UV-Visible Spectrophotometer with Peltier Temperature Controller and follwoing accessories by 30^th August, 2011 up to 1.00 P.M and will be opened on 30^th August, 2011 at 3:00 p.m. in the J. C. Bose Room. Manufacturers/ exclusive distributors should have past history of supplying this type of instrument to this or other Scientific Organizations.

Tender Form: Tender should be submitted to the Registrar, IACS, Jadavpur, Kolkata-700032 in plain paper or Letter Head separately in the forms of Technical and price Bids both enclosed in a single envelop. 

A).       TECHNICAL BID:  

 “Technical Specifications: Double Beam UV-Visible Spectrophotometer with Peltier Temperature Controller with following Hardware/Software: 

1. Optics:                                  Double-beam, sealed, quartz-coated mirrors. Lens free system to reduce chromatic aberrations 

2. Construction:                         Solid CMC-machined aluminium chassis for thermal and vibration stability 

3. Monochromator:                    Seya Namioka/Czerny Turner or equivalent 

4. Grating:                                 Holographic, concave grating with 1053 lines per mm 

5. Source:                                 Deuterium and Tungsten pre-aligned sources with auto switch over

6. Wavelength Range:                190 – 1100 nm.

7. Stray Light:                           <0.01 %T [At 220 nm (NaI)]

8. Wavelength Accuracy:           ±0.1 nm [At D₂ Peak (656.1nm)]

9. Wavelength Reproducibility:   ±0.05 nm [10 measurements at 656.1]

10. Photometric Accuracy:         ±0.005 A [At 2A using NIST 930D filter]

11. Photometric Reproducibility: <0.001 A [Maximum deviation of 10 measurements at 1A]     

12. Photometric Stability:            <0.00015 A/hour [Stability at 1A, at 500nm with 2 sec response time]

13. Photometric Noise       at 500 nm(RMS):                       <0.00005 A [Noise 500 nm / 0 A RMS Slit 1 nm]

14. Band pass:                           1 nm. 

15. Cell:                                    Cell (quartz) – with stopper – volume – 400 µL – pack of 2  

16. Software:                            The system should be offered with user friendly software to work in Scanning, Wavelength Program, Time-drive, Rate, Quant, Scanning Quant modes, DNA melting. 

17. Peltier system:                     The system should be offered with Peltier System for thermostatting one rectangular cell in each of the sample and reference beams (1+1 – Sample + Reference). Temperature range 0deg C to 100deg C. Flexible programming of temperature ramps with up to 8 segments should be possible. 

18. Accessories for Peltier:        Good quality water circulator for the Peltier system  

Any other additional features in favour of your instrument. Technical compliance data originally signed should be included along with quotation. 

19. The system should be offered with suitable & branded windows operating systeme based PC workstation with following essential accessories/items: 

(i) Computer [2GB RAM, more than 200 GB Hard Disk, 17” monitor (LCD), Combo drive, Key board, optical mouse, Windows XP OS] and LaserJet HP printer and 1 KVA online UPS (APC / Powerone make) with 30 minutes back-up.  

(ii) Essential Cuvettes for the operation of the above system.  

Installation/Demonstration /Application Training at site : Free of cost by the supplier 

Warranty: 1 year 

User list: The supplier should provide a list of current users (with contact no, Email address etc) for the quoted item in India. 

Service facility: Supplier should mention their details of service setup and Manpower in Kolkata who are responsible for after sales support. Response time should be within 24 hours  

Abovementioned specifications are general in nature and widely known to the industries. 

B).  FINANCIAL BID:  

1.      The financial bid should be super scribed as “Finance Bid” on the outer cover of the envelope.  

2.      Bid Security (EMD):  An Account Payee Demand Draft of Rs. 15,000/- (Rupees Fifteen Thousand) in the name of "Indian Association for the Cultivation of Science” is to be furnished by the bidders as Bid Security money (or EMD).

3.      The Demand Draft for the Bid-Security money should have at least 45 (forty five) days validity period after the opening of the Bids.

4.      In case of non-award of the work the Bid Security money would be returned to the Bidders.  

C) GENERAL INSTURCTIONS:  

1. There should be two separate envelopes duly sealed for two bids and should be super scribed with (a) Technical Bid, and (b) Financial Bid and both these sealed envelopes are to be put in a bigger envelope which should also be sealed.

2. Tender Notice Number and tender for “Double Beam UV-Visible Spectrophotometer with Peltier Temperature Controller " should clearly be written on the envelope.

3. The tender submitted shall remain valid at least for three months from the date of opening the tender. Validity beyond three months from the date of opening of the tender shall be by mutual consent

4. The tender addressed to the Registrar, Indian Association for the Cultivation of Science, 2A & B Raja S. C. Mullick Road, Jadavpur, Kolkata-700032 may be dropped at the tender box in the Receipt & Dispatch Section by 1.00 p.m. on 30^th August, 2011.

5. The technical bid of the tenders will be opened on 30^th August, 2011 at 3 p.m. in presence of the intending bidders.

6. The financial bids of those tenderers will only be opened who comply with the technical specifications.

7. Incomplete tenders will be summarily rejected.
