Sealed tender in two bids system (Technical Bid & Financial bid) is invited for one high quality Steady State Fluorescence Spectrophotometer having the following specifications & Accessories: 

Fluorescence Spectrophotometer

The department of Spectroscopy intends to purchase one high quality Steady State Fluorescence Spectrophotometer with Ozone Free Xenon Arc Lamp Source (150W) along with low temperature (77K) Phosphorescence Measurements (phosphorescence lifetime ~10μs) accessories (with Xenon Flash preferably). The instrument should have the following specifications:

• Grating (blazed at a wavelength to provide maximum light in UV and visible region) monochromators for excitation and emission (200-850 nm or better) side. 

• The optics should be such that it maintains focus at all wavelengths

•  Dual polarization accessories

•  Lquid Nitrogen Dewar arrangement

•  The instrument should have high S/N ratio

• Photomultiplier as emission detector (200-850 nm or better)

•  wavelength accuracy  ± 0.5 nm

•  maximum resolution (bandpass 0-30 nm continuously adjustable by computer, or better)

•  arrangement for excitation intensity correction with wavelength

•  Photodiode reference detector

•  Phosphorescence lifetime arrangement

•  quantum yield measurement accessory

•  Instrument control by Windows software

•  Peltier drive for sample heater/cooler

• Any provision for future upgradation to time correlated single photon counting system would be preferable 

Tender Submission Date: Tender will have to be submitted in two covers (Technical Bid & Financial bid) separately sealed and both enclosed in a single sealed envelope. Complete Tender Bids should be reached to the following address within 3PM December 16, 2010

Opening of Tender: Technical bid will be opened at 4 PM in the Council Room of Indian Association for the Cultivation of Science on December 16, 2010 in presence of the bidders or their authorized representatives who may like to be present. The technical bids will be evaluated by a competent committee approved by the Director. At the second stage financial bids of only technically acceptable offers will be opened for further evaluation before awarding the purchase order. Time and date of opening of financial bid of tender will be intimated thereafter.

Note:

1.       The Technical Bid should accompany a compliance chart.

2.       Warranty clause, and clauses for on-site operational & routine maintenance training should be mentioned by the Bidder.

3.       The Bidder will arrange for providing training for using the equipments at the time of installation to the designated users.

4.       The rate should be inclusive of all taxes, transportation charges including transit insurance etc. Nothing extra will be paid in addition to the quoted rate.

5.       The Bidder should mention the model no, make and shall submit a printed literature of the product with the technical bid positively.

6.       The Bidder should mention (with proper documents) the number of installations of the system in India in last five years.

7.       The Bidder should sign on all pages of the tender document along with their company seal

8.       Guarantee certificate, users manuals etc. are required to be handed over to the user after successful commissioning of the system.

9.       The Institute authority does not bind itself to accept the lowest

10.   The Institute reserves the right to reject any or all of the tenders received without assigning any reason thereof.

11.   The Technical Bid should accompany the minimum size of the room/table required and details of site preparation (electrical, civil etc.) requirements

12.  EMD of 2% of the estimated cost of goods in the form of A/C Payee Demand Draft in the favor of Indian Association for the Cultivation of Science is required.

13. Performance Security of 5% of the estimated cost of goods in the form of A/C Payee DD in the favor of Indian Association for the Cultivation of Science is required after qualification of technical specification and will be refunded after successful installation of the instrument.

14.  Conditional/incomplete tenders or tender shall be summarily rejected.
