Sealed tender in two
bids system (Technical Bid & Financial bid) is invited from bonafide,
resourceful and eligible manufacturers/exclusive distributors of
FTIR instrument with ATR and Specular
Reflectance Accessory by 18th August, 2011 up to
1.00 P.M and will be opened on 19th August, 2011 at
3:00 p.m. in the J. C. Bose Room. Manufacturers/ exclusive distributors
should have past history of supplying this type of instrument to this or
other Scientific Organizations.
A). TECHNICAL BID:
1. The Technical Bid
should contain technical specifications and kept in a separate envelope duly
super scribed as “Technical Bid” on the outer cover of the envelope.
The Technical Specification
acceptable for a FTIR instrument with ATR and
Specular Reflectance Accessory are given below:
1. Scan
range: minimum 7800-350cm-1.
2. High-Linearity Room
temperature Mid-Infrared detector (MIR). Liq. N2 or Peltier
cooled detectors are acceptable. Possible future inclusion of multiple
detectors may be there.
3. Long-life sealed and
desiccated optical unit.
4. The source should have
Long-life; user replaceable
5. A real-time atmospheric
vapour correction (AVC) or a comparable utility must be available. This
should not require the collection of reference or calibration spectra
6. The system should at least
have a signal to noise ratio of > 9,000:1 peak-peak, 5 second scan and >
32,000:1 peak-peak, 1 minute scan.
7. System should have variable
Spectral resolution with minimum of 0.5 cm-1
8. Wavelength accuracy at
least 0.1 cm-1 at 3000 cm-1 is essential
9.
Wavelength precision of at
least 0.01 cm-1 at 3000 cm-1
10. Standard KBr palette holder.

The instrument must use USB,
wireless and TCP/IP interface allows direct connection with LAN
12. The instrument should be
offered with rechargeable battery pack for remote operation, chargeable from
mains or car battery and with power pack to serve as an Uninterrupted Power
Supply (UPS) for 30 mins.

Along with the main instrument, quotation of the
following accessories are requested.
i.
Two air-tight demountable cells for measurement
of liquid samples with adjustable pathlength
ii.
KBr rectangular Windows (Pack of 4) for
item (i)
iii. CaF2 rectangular windows (Pack of
4) for item (i)
iv. Assorted Rectangular Spacers of
varying thickness for item (i)
v.
80/85 degree Specular Reflectance Accessory
with P polarizer compatible with the FTIR system
vi. Muti-reflection (minimum 3) ATR accessory with diamond crystal with
top plate and pressure arm.

Software:
i.
The software should have feature to enable
the user real time update of spectral information plus results to provide
faster feedback of information data status
ii.
A single software platform to incorporate
all of the functions required for infrared analyses; instrument control,
data manipulation and analysis, and flexible report utilities.
iii.
Software processing should include
extensive suite of spectral processing function with simple user interface,
examples include 1st -4th derivative with a variable
filter, smooth, difference, normalization, A, %T, LOG, ordinate modes, cm-1
, nm and micron abscissa modes, +,-,*,/, baseline correction, interpolate,
peak find. Custom arithmetic, processing chains and automatic data tune
feature.
iv.
Software should allow overlay of multiple
data sets.
v.
Macro Editor and Equations Editor must be
present in the software

B). FINANCIAL BID:
1. The financial bid
should be super scribed as “Finance Bid” on the outer cover of the
envelope.
2. An Account Payee
Demand Draft of Rs. 40,000/- (Rupees Forty Thousand) in the name of
"Indian Association for the Cultivation of Science” is to be
furnished by the bidders except those who are registered with the Central
Purchase Organizations, National Small Industries Corporation or the
concerned Ministry or Department, as Bid Security money (or EMD). The bid
security may also be accepted in the form of Bank Guarantee from any of the
commercial banks in an acceptable form.
3. The Demand Draft for
the Bid-Security money should have at least 45 (forty five) days validity
period after the opening of the Bids.
4. In case of non-award
of the work the Bid Security money would be returned to the Bidders.
C). PERFORMANCE SECURITY:
1. An Account Payee
Demand Draft of Rs. 1, 00,000 (Rupees One Lakh) in the name of
"Indian Association for the Cultivation of Science” is to be furnished
by the successful bidder as Performance Security money. The performance
security may also be accepted in the form of Bank Guarantee from any of the
commercial banks in an acceptable form.
2. Performance Security
should remain valid for a period of 60 (sixty) days beyond the date of
completion of all contractual obligations of the supplier including warranty
obligations.
3. Bid Security would
be refunded to the successful bidder on receipt of Performance Security.
D) GENERAL INSTURCTIONS:
1. There
should be two separate envelopes duly sealed for two bids and should be
super scribed with (a) Technical Bid, and (b) Financial Bid and both these
sealed envelopes are to be put in a bigger envelope which should also be
sealed.
2. Tender
Notice Number and tender for “FTIR instrument
with ATR and Specular Reflectance Accessory" should clearly be
written on the envelope.
3. The
tender submitted shall remain valid at least for three months from the date
of opening the tender. Validity beyond three months from the date of opening
of the tender shall be by mutual consent
4. The
tender addressed to the Registrar, Indian Association for the Cultivation
of Science, 2A & B Raja S. C. Mullick Road, Jadavpur, Kolkata-700032 may
be dropped at the tender box in the Receipt & Dispatch Section by 1.00
p.m. on 18th August, 2011.
5. The
technical bid of the tenders will be opened on
19th August, 2011 at 3
p.m. in presence of the intending bidders.
6. The
date of opening of financial bids will be informed later on. The financial
bids of those tenderers will only be opened who comply with the technical
specifications.
7.
Incomplete tenders will be summarily rejected.
