Sub: Gas Chromatography-Mass Spectrometer
Corrigendum-I (Updated on February 14, 2012)
 

Sealed tender in two bids system (Technical Bid and Price Bid) are invited from bonafide, resourceful and eligible manufacturers/exclusive distributors/vendors for one Gas Chromatography-Mass Spectrometer with the following specifications. Part-I (Technical Bid) of the tender should contain technical details and commercial terms and conditions and Part-II (Price Bid) should indicate group-wise price as mentioned in the Technical Bid. The Technical Bid and Price Bid are to be submitted in two separately sealed envelopes distinctly marked accordingly and both to be put inside another envelope, which should be sealed and superscribed with tender reference number and due date. Complete tender bids should reach the office of the Inorganic Chemistry Department, Indian Association for the Cultivation of Science, 2A & 2B Raja S. C. Mullick Road, Jadavpur, Kolkata -700032 on or before the scheduled date and time specified below. The bidders may submit bids duly signed in their own letterheads.  

Technical bids will be opened first to evaluate technical specifications of the equipment and thereafter the price bids of only the technically qualified distributor/vendors will be opened. 

Pre-bid Meeting: Pre-bid meeting will be held on February 10, 2012 at 11.00 AM in the J. C. Bose Meeting Room of Indian Association for the Cultivation of Science, Jadavpur, Kolkata -700032. 

Last date for submission of the tender: February 20, 2012 up to 2.00 PM in the office of the Inorganic Chemistry Department, Indian Association for the Cultivation of Science, Jadavpur, Kolkata -700032.

Opening of Technical Bids: Technical Bids will be opened on February 20, 2012 at 3.00 PM in the presence of intending bidders or their representatives in the J. C. Bose Meeting Room of Indian Association for the Cultivation of Science, Jadavpur, Kolkata -700032. 

Opening of Price-Bids: The Price Bids of the bidders qualifying the technical bid will only be opened, the date of which will be intimated to the short-listed bidders at their email addresses. The rest of the bids will be rejected.

Please note that IACS will not provide any accommodation or expenses to any of the bidders for attending opening of technical bid/price bid. 

(A) TECHNICAL BID:

Technical Bid should contain technical details and commercial terms and conditions and kept in a separate envelope duly superscribed as “Technical Bid” on the outer cover of the envelope.

Fully automated GC with EPC/PPC for all pneumatic parameters and self-diagnostic facility 

Oven 

Temperature range: Near-ambient (with zones at 250° °C) to 450 °C.

Temperature programmed ramps: 10 program steps and 9 program ramps or better.

Settable heating rate: from 0 °C/min to 150 °C/min in 0.1 °C increments.

Cooling rate: 250 °C–50 °C in less than 5 minutes

Should have custom report generator facility using Microsoft Word (latest versions)

Software should have graphic method editor to optimize integration parameters and to add component names to known peaks in a method.

Should have calibration options (bracketing with overlap, bracketing without overlap and bracketing by grand average).

Should have interface with memory for data security.

Should have dynamic data exchange facility. 

Mass Spectrometer 

1. Analyzer: Quadrupole with prefilter; high ion transmission efficiency

2. Mass range: 1.0-1100 amu or better and mass axis stability ±0.1 amu/48 h or better

3. Detector: High-sensitivity electron multiplier

4. Ionization mode: Electron Ionization (EI) upgradable to Chemical Ionization (CI)

5. EI voltage: 10-100 eV (user selectable)

6. GC transfer line: Settable from 20 °C to 350 °C

7. Ion source: Temperature settable up to 350 °C

8. Scan rate: 12,000 amu/sec or better.

9. Acquisition rate: Up to 100 scans/second, selected ion monitoring (SIM) or better

10. Linear dynamic range: 106 - 107 depending on acquisition rate

11. Pump: 255 L/sec (nitrogen) air-cooled turbomolecular pump (single pump)

12. Vacuum gauge: Standard, single wide-range gauge for all pumping options

14. Suitable capillary columns to be offered for GCMS operations with general purpose columns, special columns for VOCs, TAGs, methanol, glycerol etc.

18. PC Workstation: to be offered directly from the manufacturer of the GC-MS system, with LCD monitor, and factory tested and calibrated software.

(B) PRICE BID:

Price Bid should indicate group-wise price as mentioned in the Technical Bid and kept in a separate envelope duly superscribed as “Price Bid” on the outer cover of the envelope. 

(C) GENERAL INSTURCTIONS:

1. Incomplete and conditional tenders and tenders received after the due date will be summarily rejected without assigning any reasons thereof.

2. At any time prior to the bid due date, IACS may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder during pre-bid meeting, modify the bidding documents.  The amendment(s) will be notified on the Institute website.  Prospective bidders are advised to occasionally visit the website for any amendment.

3. Payment: 100% against delivery and successful installation. 

4. Warranty: Warranty should be for at least one year from the date of installation. Vendors should separately quote two years additional warranty charges and two years AMC charges from the date of expiry of the standard one year warranty.  

5. Installation/Demonstration/Application Training at site: Supplier should arrange for the application training free of cost by their personnel for minimum three working days after the installation of the system. 

6. Service facility: Supplier should mention their details of service setup and manpower in Kolkata who are responsible for after sales support. Response time should be within 24 hours.  

7. Validity of tender: Tender submitted shall remain valid at least for four months from the date of opening the tender. Validity beyond four months from the date of opening of the tender shall be by mutual consent. 

8. The tender should accompany a detailed technical compliance chart. 

9. The rate should be inclusive of all taxes, transportation etc. Nothing extra will be paid in addition to the quoted rate. 

10. The model number, make, and a printed literature of the product should be submitted. 

11. Proposed delivery schedule should be mentioned clearly. 

12. Manufacturers/exclusive distributors/vendors should have history of supplying this type of instrument to this or other Scientific Organizations. Users lists of similar equipment supplied in India should be provided (Enclose full list of users in India). Vendor should have couple of users available in last 5 years in the eastern zone of India. 

13. Authorized Dealership Certificate should be submitted in case of principal manufacturing company is not quoting directly. 

14. Guarantee certificate, users manuals etc. are to be handed over to the user after successful commissioning of the system. 

15. In the event of date being declared a closed holiday for purchaser’s office, the due date for submission of bids and opening of technical bids will be the following working day at the appointed time. 

16. The Institute reserves the right to reject any or all of the tenders received without assigning any reason thereof.
