Schedule of Work and Detailed Specification

Sealed item rate tender in two bids system (Technical Bid & Financial bid) are invited from the manufacturers to carry out the following job at IACS, Jadavpur, Kolkata.

Name of Work           : Supply of 1 x 1000 KVA, 6KV/415 V, 3-phase, 50 Hz Indoor, Type, Cast Resin, Dry type Transformer for augmentation of the IACS Substation (Ph-III) at Jadavpur, Kolkata.

Earnest Money Deposit:  Rs. 30,000/- (Rupees thirty thousand only) to be paid  in the form of Demand Draft / Banker’s  Cheque / Pay                      

                                          Order of a Scheduled Bank in favour of Indian   Association for the Cultivation of Science payable at  Kolkata to be submitted along with Technical bid. 

Validity of offer & quoted rate:     The offer should be valid for a minimum period of 60 days    from the date of opening of tender. The rate should be quoted

    with price break-up as per enclosed ANNEXURE. The offer should be enclosed with drawing and technical literatures of  the product.  

Completion of Delivery: 60(sixty) days which shall be reckoned from the date of issuance of purchase order/LOI. However, assurance of delivery before the stipulated time period will be given added advantage during evaluation of their tender. The firm should clearly mention the time of delivery in their offer from the date of receipt of confirm order. However, period of delivery will be treated up to the date of safe unloading of complete equipment by the transporters on behalf of supplier at site.   

Cost of Tender paper:         Rs. 500.00 (Rs. five hundred only) in cash. 

Tender Issue Date           : From 07.09.2010 to 14.09.2010 (up to 3.00 P.M. on each  working day). 

Last date of application:  Request application for tender paper is upto 13.09.2010 

Eligibility Criteria:               i) Only manufacturers of Dry type Cast-Resin Power/ Distribution Transformers of 1 MVA & above capacities having well established set up for the last five years in marketing & after sales servicing facility on all over India including four metropolitan cities.

                                             ii) The above manufacturers should have transformer of Type Tested Design approved by CPRI / ERDA  

Pre-Bid meeting                     :On 15.09.2010 at 3.30 P.M.  

Tender Submission Date:   On or before 20.09.2010 (up to 2 PM).  The tender shall be submitted through two separate sealed envelops viz. “Technical Bid” & “Financial bid” covered by a third envelop in sealed condition. The third cover shall bear the Name of work, NIT No., due date, sender’s name etc. on the top of the envelop addressed to the Registrar, IACS, Jadavpur, 2A&2B, Raja S.C. Mullick Road, Kolkata-700032 which will be received by our Receiving Section. The EMD in a separate sealed envelop should be submitted with the tender which will be opened before opening of the Technical bid. The Technical bid will not be opened if the EMD is not submitted with the tender in proper form & shape.  

Opening of Tender:          The Technical Bid will be opened on 20.09.2010 (at 3 P.M in presence of intending bidders). However, the financial bid will be opened on a suitable date for technically qualified bidders only with due intimation from IACS.  

Security deposit: 10% of the Bill value shall be deducted as Security Deposit, which will   be released after completion of satisfactory performance of 12 (twelve) months from the date of successful commissioning of the transformer or 15 months from the date of successful supply of the transformer whichever is earlier.  

   (Note: Security Deposit may be accepted by Performance Bank Guarantee instead of bill deduction also.)  

Guarantee: the firm shall stand guarantee for their equipment/device to be supplied for 12 (twelve) months from the date of commissioning or 15 months from the date of successful delivery of the equipment/device.  

Liquidated damage: In the event of failure to supply the ordered equipment within the stipulated delivery period, LD @ 1% of the order value for every week or part thereof will be deducted from the bill subject to a maximum of 5 % and beyond which the order may be cancelled without any further reference including forfeiture of EMD.  

Tender and reserves the right to reject any or all the tenders without assigning any reason thereof. 

The Technical Bid shall comprise of the documents like (1) EMD (in a sealed envelop), (2) Technical data sheet in prescribed pro-forma, (3) Product literature, (4) Details of after-sales service, (5) additional information (if any). However, the price bid shall include the priced offer only in the prescribed pro-forma enclosed herewith.  

However, Complete Tender Document will also be available on the Website of I.A.C.S., www.iacs.res.in and can be downloaded for submission. Tender submitted by downloading from IACS Website      should be enclosed with Rs. 500.00 (five hundred only) in the form of non-refundable Demand Draft/Pay order/Banker’s cheque drawn in favour of Indian Association for the Cultivation of Science of a scheduled Bank payable at Kolkata positively along with the tender in a separate Envelope as cost of tender paper.  

Conditional tender including conditional rebates/incomplete tender shall be summarily rejected.          

In case of any discrepancies, the office copy will be referred and shall be binding to the contractor.
