Electrical Installation work to provide power supply infrastructure to the Centenary Building of IACS, Jadavpur

Sealed item rate tender in Two Bid systems (Technical Bid & Financial Bid) is invited by the undersigned for & on behalf of IACS from bonafide, resourceful and eligible Electrical Licensed contractors for the work of “Electrical Installation work to provide power supply infrastructure to the Centenary Building of IACS, Jadavpur”. The work is estimated to cost Rs. 18.75 lacs and the completion time of the work is stipulated to 45 days from the date of handing over of the site from IACS end.

The minimum eligibility criteria for the Contractors will be as follows: -

The contractor should have satisfactorily completed at least one work of similar nature having value not less than Rs. 15 lacs or two works of similar nature of value not less than Rs. 10 lacs each in Government Organization/Pvt. Organization of nationally repute in last five years reckoned from the date of issue of this NIT. Here, similar nature of work indicates the work of supply & laying of HT/MV Power cable (PVC/XLPE) i/c termination /jointing of the same.

Complete tender (Super-scribing the name of work, NIT no. due date etc. on the top of the envelope) documents should be addressed to the Registrar, Indian Association for the Cultivation of Science, 2A & 2B, Raja S.C. Mullick Road, Jadavpur, Kolkata-700 032 which may be dropped to our Despatch / Receiving section on or before 04.07.2011 upto 2 pm which will be opened (Technical bid) on the same day at 3 pm. in presence of the intending bidders. However, the price bid will be opened subsequently for them who will qualify in the Technical Bid. The offer shall be submitted through two separate sealed envelops viz. “Technical Bid” & “Financial bid” in sealed condition covered by a third envelop. The third cover shall bear the Name of work, NIT No., due date of opening, sender’s name etc. on the top of the envelope. The EMD should be submitted along with the technical bid in the same envelop. The technical bid will not be considered for evaluation without EMD. In case holiday is declared on the due date of opening, the tender will be opened on the next working day.

A site visit may be arranged on 01.07.2011 (at 3 pm) for the intending bidders on request where any queries if raised by the intending bidders will be addressed by the IACS and such request for site visit should be made at least one day in advance i.e. by 30.06.2011. Interested parties may contact to our Technical Officer (Electrical) over Phone No. 2473-3073/2473-4971/2473-3372 (Extn. 133) during office hours in this regard.

The tenderers shall submit their tenders in sealed condition. Proof of eligibility criteria, Earnest Money Deposit in proper form, copy of PAN / TAN & VAT registration certificate, copy of valid workman’s permit & Electrical Contractor’s license eligible for this work (if it is under renewal, relevant documents to be submitted), company profile, valid trade license etc to be submitted with their technical bid. However, priced offer in our prescribed BOQ shall be submitted with their financial bid.

The Earnest Money Deposit (EMD) amounting to Rs. 37,500/- only in the form of Demand Draft / Bankers Cheque / Pay Order drawn in favour of “Indian Association for the Cultivation of Science” on any schedule Bank payable at Kolkata to be submitted with the Technical Bid which will be adjusted with the Security deposit to be deducted @ 10% of bill value from each bill which will be released after six months from the date of completion of the work for the successful bidder. However, statutory tax deductions will be made as per rules.

Complete Tender Document will be available on the Website of I.A.C.S., www.iacs.res.in which is to be downloaded for submission. However, tender by downloading from Website is required to deposit Rs. 500.00 (Rupees five hundred only) in the form of Demand Draft (non-refundable) along with the tender in a separate Envelope failing which the tender shall be rejected.

If any discrepancy arises, the office copy of the NIT will be referred and shall be binding to the Contractor.

Conditional tender including Conditional rebate and incomplete tender will not be accepted.

The IACS authority reserves the right to execute in part or full of the quantity as specified in the tender schedule or may not execute any item considering the site requirements

The deviation limit shall be 25% which may vary with the mutual consent of the contractor.

The Director, IACS does not bind himself to accept the lowest or any tender and also reserves the right to reject any or all the tenders without assigning any reason.
