MINUTES OF THE PRE-BID MEETING

Sealed item rate tenders in two bids (Technical bid & financial bid) system are invited from bonafide, resourceful and eligible contractors to carry out the following job at IACS, Jadavpur, Kolkata.

Name of Work                  : AMC for round the clock operation & maintenance of 3 MVA, 6KV/415V Indoor type Distribution Substation along with one no. 200 KVA DG set with AMF Panel including emergency & odd-hours maintenance of the power Distribution Network spread  over the entire campus of IACS (2A & 2B, Raja S.C. Mullick Road), Jadavpur, Kolkata-32

Earnest Money Deposit  : Rs. 50,000/- (Rupees fifty thousand only) to be submitted in the form of Demand Draft/Banker’s Cheque/Pay Order of a Scheduled Bank in favour of "Indian Association for the Cultivation of Science” payable at Kolkata. The EMD will be released to the unsuccessful bidders within 45 days of tender opening without any interest. However, in respect of the successful bidder, the EMD will be kept as caution deposit (which will bear no interest for the retention period) along with the PBG (Performance Bank Guarantee) to be deposited as mentioned in the relevant para. Tender submitted without the EMD as mentioned above in proper form & shape shall be summarily rejected.   

Validity of offer & quoted rated: The offer should be valid for a minimum period of 60 days for acceptance. The offer should be complete in all respects. The                                           quoted rate shall be inclusive of all taxes & duties, labour’s welfare cess etc but EXCLUDING the Service Tax component which will be paid extra as per Govt. order.

Periodicity of contract   :     The contract is valid for a period of 12 (twelve) months from the date of handover/takeover of site/installation between the IACS & the Agency concern. However, tender agreement & other formalities to be completed by the Agency concern within 10 days from the date of issuance of work order.  

Cost of Tender Form      : Rs. 500/- per set (non refundable) by cash. 

Tender Issue Date          :   03.03.2011 to 09.03.2011 (11 A.M. to 2 P.M. on working day) 

Last date of application :. 08.03.2011 to be made on the firm’s letterhead with all supporting documents in support of his candidature for this particular bid. 

Pre-bid meeting               : A pre-bid meeting will be held on 11.03.2011 at 3.30 P.M. Intended bidders are requested to participate in the pre-bid meeting. 

Tender Submission Date:  On or before 16.03.2011 (up to 2 PM). The offer shall be submitted through two separate sealed envelops namely Technical Bid” & “Financial bid” in sealed condition covered by a third envelop. The third cover shall bear the Name of work, NIT No., due date of opening, sender’s name etc. on the top of the envelop addressed to the Registrar, IACS, Jadavpur, Kolkata 700 032 may be submitted to our Despatch cum Receiving Section. The EMD in a separate envelop should be submitted with the technical bid. The technical bid will not be considered without EMD. 

Date of Opening               :     The “Technical Bid” will be opened on 16.03.2011 at 3.30  P.M (in presence of intending bidders). The date of opening of price bid will be intimated subsequently to those firms who will qualify in the “technical bid”. However, if Holiday is declared on the Scheduled date of opening, the tenders will be opened on the next working day at same time.  

Eligibility Criteria       :    The agency should have adequate experience of Operation & Maintenance (365 days, 7x24 hrs basis,) of Indoor type Substation of capacity not less than 1500 KVA (aggregate capacity) including operation & maintenance of DG set/ Capacitor Bank/MV Distribution Switch Panels etc for a period of not less than 3 (three) years in Govt./Semi Govt. Organization/ Universities/Research Centre/PSU/large industry in last 5 (five) years to be reckoned from the date of issue of NIT.

Mode of payment:                  On monthly basis (within 45 days from the date of receipt of  bill) against production of bill after successful completion of AMC for each month. The wage-bill payment documents towards the man power engaged by the agency and all the dues payable to the employees thereof are required to be submitted with the bill (following the guidelines as mentioned in relevant page) failing which processing of bill may be kept  pending. However, valid documents towards employer’s contribution as will be required to be deposited with EPFO, ESIC, etc against their designated employees for IACS, Jadavpur to be produced before the authority of IACS from time to time as and when the agency will be asked for to do so. 

Performance Guarantee:        The successful Bidder is required to deposit a Bank Guarantee on a Scheduled Bank for Rs. 2 (two) lacs towards Performance Bank Guarantee (PBG) for the period of work order to be issued plus one month which will be released along with EMD (converted to caution deposit) within two months after expiry/termination of contract, if no damage is found on the Substation equipments or for the service required due to functioning or negligence on the part of the agency. The Performance Bank Guarantee of requisite amount as stated above is required to submit within 10 days of the acceptance of Letter of Intent/Work order before entering into an agreement for the said work. 

Acceptance of Tender:        The IACS authority reserves the right to accept the lowest or any tender or can reject any or all the tenders without assigning any reason thereof.   

The “Technical bid(Envelop-I) shall comprise of the documents like Earnest Money Deposit in proper form and shape, proof of eligibility criteria, Photocopies of PAN Card, copy of valid trade license, Electrical Contractor’s license, workman’s permit of appropriate class, Supervisor’s Competency Certificate (SCC) eligible for HT work upto 33 KV, ESI and EPF registration certificate, Service tax registration certificate, VAT registration Certificate, Company Profile etc. and any other documents in support of their technical capability. However, the Price-Bid (Envelop-II) shall include the quoted price as per the Bill of Quantities (BOQ) provided in the tender documents. Those who have already applied for EPF, ESI, and SERVICE TAX registration may also participate in the tendering procedure. Necessary documents in this regard are required to be submitted with the tender and is subject to issuance of the Work order (if any) is subject to completion of those registration.            

Complete Tender Document will also be available on the Website of I.A.C.S., www.iacs.res.in which may be downloaded for submission. However, tender by downloading from Website is required to deposit Rs. 500.00 (Rupees five hundred only) in the form of Demand Draft (non-refundable) along with the tender in a separate Envelope failing which the tender shall be cancelled.  

Conditional tender including conditional rebates shall not be accepted and shall be liable for rejection.  

In case of any discrepancy in NIT/tender form, the office copy will be referred and shall be binding to the contractor.
